“推动农村基本具备现代生活条件”是党的二十届四中全会关于“十五五”期间“推进宜居宜业和美乡村建设”的核心任务之一，是中国式现代化与乡村全面振兴战略的重要衔接点。正确理解与把握这一政策的理论内涵需要将其置于中国式现代化话语体系与逻辑规范之下，并结合“五年规划”制度的特征与优势，坚持系统观念，保持历史自觉。“推动农村基本具备现代生活条件”的核心要义包含以把农业建成现代化大产业为物质根基，以构建现代化基础设施体系为硬件支撑，以基本公共服务均等化为重要保障，以整治提升农村人居环境为生态底色，以健全乡村治理体系为政治基石，以实现农民的现代化为价值旨归等，需要结合中国乡土实情与发展目标统筹考量，实现多维施策发力。在实现政策目标的具体方法层面要强调坚持党建引领，实施分类有序、片区化推进策略，协调推动农村物质与精神生活条件现代化，并着力创造系统集成、形神兼备的乡村优质生活空间。

"The advancement of basic modern living standards in rural areas" constitutes a core task proposed at the Fourth Plenary Session of the 20^th CPC Central Committee for improving "the development of livable, business-friendly and beautiful villages" during the "15^th Five-Year Plan" period. It serves as a crucial bond connecting Chinese modernization and the comprehensive rural revitalization strategy. A correct interpretation of the policy's theoretical connotations requires situating it within the discourse system and logical norms of Chinese modernization. It is also necessary to draw on the characteristics and institutional strengths of the "five-year plan" system, uphold a holistic approach, and maintain historical consciousness. The core essentials of advancing basic modern living standards in rural areas involve taking modernized and large-scale agriculture as the material foundation, a modern infrastructure system as hardware support, equalized basic public services as an important guarantee, renovated rural living environments as the ecological backdrop, a sound rural governance system as the political cornerstone, and farmers' modernization as the ultimate value orientation. Its implementation requires overall consideration of China's rural realities and development goals to achieve multi-dimensional and coordinated policy empowerment. At the practical level of policy implementation, it is essential to uphold Party building leadership, adopt categorized, orderly and zone-based promotion strategies, coordinate the modernization of both material and cultural living conditions in rural areas, and strive to create high-quality, systematically integrated, and substantively vibrant rural living spaces.
